How to get it

He is located at Tiki Outpost (Third Sea), on the roof of the middle temple, standing near a tree. Added with Update 20.

Bribing the Spy

• Each bribe costs 1,500 Fragments.
• You need four of them for the full effect, totaling 6,000 Fragments.
• Once paid, it increases the chances of the Frozen Dimension appearing.

Good news for your wallet: the cost is shared. The hint he gives is the same for everyone, whether you paid or not. Four players each paying once produce exactly the same result as a single player paying four times.

His hints, from coldest to warmest

The Spy's dialogue lines form a progression scale:

• I haven't heard a thing, mate. It's quiet as a ghost ship out there.
• Some citizens claim they heard something strange, I doubt it though..
• I heard it's been a bit chilly outside. That's a bit strange..
• It's just downright freezing outside! What's with all these ominous clouds? Something's happening..
• The Leviathan is out there! Go find it before it causes more destruction.
• I don't know anything yet.

The last dialogue line is separate: it means you're on cooldown. The Fandom's wording on the link between the dialogue line The Leviathan is out there and the spawn rate is confusing, but it does place this phrase as the final tier of the scale.

The Cooldown

• When he responds I don't know anything yet, you can't bribe him again right away.
• You must then defeat a certain number of sea events, 20 or more, before you can pay him again.
• Sea events must be defeated to count: simply passing through them is not enough.
• Each encounter with the Frozen Dimension resets the sea events counter to zero.
• Defeating sea events after beating the Leviathan shortens his cooldown, allowing you to bribe him faster.

The Leviathan's Lore

If you ask him about the creature's origin, the Spy tells the following story:

• The Leviathan was born as a tiny dragon hatchling, sprung from a primordial essence, in a world gripped by eternal winter.
• A millennium later, the energy from the 10,000-year Solstice warmed the planet and broke winter's grip.
• The dragon hatchling, however, remained in the darkest depths of the ocean, honing its ice powers among other marine creatures.
• Today, with the liberation of the Red King, it resurfaces to fulfill its frozen destiny: to refreeze the oceans that had just begun to thaw, on the orders of the Red King.

Good to Know

• The passage about the Red King's liberation probably refers to the official Blox Fruits manga, in which Uzoth frees King Red Head, who then summons the sharks and the Leviathan.
• A known bug can cause him to lose a bribe even after you've paid him completely. The cause is unknown, and the total then rises to 7,500 Fragments instead of 6,000, plus the time wasted.
